Huaqiao University (HQU) has recently been officially designated as an implementing entity for the Human Resource Development Cooperation Program in the Framework of China’s Foreign Aid sponsored by China’s Ministry of Commerce (MOFCOM). This designation provides HQU with a significant platform to contribute to national strategic goals and expand its global influence.
The Human Resource Development Cooperation Program in the Framework of China’s Foreign Aid (a.k.a. foreign aid training programs) encompasses a range of educational initiatives through bilateral and multilateral channels including advanced study opportunities for government officials from developing countries, higher education degree and diploma programs, technical training, and personnel exchange programs. As a crucial part of China diplomacy, the initiative is aimed at nurturing talent in developing countries, strengthening international friendships, and advancing the Belt and Road Initiative (BRI). It also serves as an important catalyst for facilitating cultural exchange and fostering economic and trade cooperation.
As of this year, HQU will independently manage and execute foreign aid training programs. The university has taken proactive measures to form collaborative bonds with government agencies, enterprises and public institutions to establish a supportive training mechanism that leverages both internal expertise and external partnerships.
As one of the first batch of national featured service export bases in language services, HQU has taken an active role in supporting major international initiatives like BRI and South-South Cooperation. Through these efforts, it has launched a series of distinctive programs that showcase its commitment to serving the overseas Chinese and spreading Chinese culture, thereby enhancing international language and cultural exchange. Notably, HQU has maintained long-term collaborations with the MOFCOM Academy for International Business Officials (AIBO), co-organizing programs such as the “Training Course for Internationalized Talents from Developing Countries” and “Human Resource Development Training Course for Namibia Government Officials”. Through these experiences, HQU has refined a specialized teaching model for international talent, featuring intensive Chinese language courses, a “Language+Vocational+Industry” curriculum, and an AI-assisted teaching platform. These capabilities position HQU as a well-equipped provider for foreign aid training projects.
